Initially the administration of the authority and its functions were controlled by a board consisting of three members: the Chairman, Financial Advisor and one other Member with the commissioner Rawalpindi acting as ''ex officio'' Member. With the passage of time and added responsibilities, the CDA board is now composed of the Chairman, Vice Chairman and Members of Finance, Administration and Engineering. Commissioner of Rawalpindi and Chief Commissioner Islamabad are the ''ex officio'' members of CDA Board. Each member is in charge of various directorates well staffed with highly educated, experienced and capable professionals in various fields and disciplines. CDA is responsible for coordinating all endeavors for the development of the whole of the capital region so that unity of purpose is ensured at all times.
